Operation Strategy[]
This is Savato at its hardest. Use everything you have to defeat it, even if it means exploiting a glitch or two.
If you're on Second Opinion, there will be a slight difference between both doctors as their normal Healing Touch kicks in for the final phase of the operation. Unlike episode 6-8 you won't have both time slow and healing at the same time, so you don't have as much leeway to toy with Savato. Do what you need to push your score to the XS threshold and quickly finish the operation.
Don't fret if you're playing as Naomi. For this operation, she can perform the time stop Healing Touch at the end to deliver the final blow to Savato. It's not explained how she does it.
